Event Details

Safety in design is a critical consideration during the early stages of project planning for project managers and engineers and should involve stakeholders with occupational health and safety knowledge as well as Environmental expertise. This session delves into the significance of integrating safety measures and safety experts into the design process and highlights the benefits it offers during the initial phases of a project.

The session will cover how during early project planning, project managers and engineers have the unique opportunity to influence the project's trajectory and outcomes. By incorporating safety in design from the outset, they can establish a solid foundation for the project's safety framework, minimizing risks and maximizing safety throughout the entire project lifecycle.

It will discuss benefits of focusing on safety during early project planning to identify and mitigate potential hazards to humans as well as the environmental during design. Project managers and engineers, with the help of Occupational Safety and Environmental experts, can conduct thorough risk assessments to identify potential risks associated with the project, ranging from construction and installation hazards to operational and maintenance risks. By addressing these hazards early in the design phase, they can implement preventive measures, develop risk mitigation strategies, and select appropriate materials and technologies that prioritize safety of the operators and maintenance personnel.

Early consideration of safety in design also allows project managers and engineers to make informed decisions regarding the project's layout, structure, and system design. They can analyze the spatial requirements, ergonomics, and accessibility aspects to ensure safe working conditions for all project stakeholders, including workers, operators, and maintenance personnel. By optimizing the design for safety, they can minimize the likelihood of accidents & injuries, health hazards, and loss of containment, fostering a safer work environment.

In addition, integrating safety in design during early project planning facilitates compliance with regulatory requirements and industry standards (i.e. API). Project managers and engineers can familiarize themselves with relevant safety codes, guidelines, and regulations applicable to the project and ensure that the design aligns with these requirements. Addressing safety considerations at the onset helps avoid costly redesigns and modifications that may arise later due to non-compliance, ensuring that the project meets legal obligations and operates within a safe framework.

Furthermore, considering safety during the design phase contributes to cost-effective project execution. By proactively identifying safety-related design considerations, project managers and engineers can optimize resource allocation, streamline construction processes, and avoid costly changes during later project stages. This early focus on safety helps prevent delays, rework, and potential accidents, leading to improved project efficiency and reduced overall costs.

An emphasis on safety in design during early project planning also fosters collaboration and communication among project stakeholders. Project managers and engineers can actively engage with architects, contractors, and other relevant parties to discuss safety requirements, exchange ideas, and ensure that safety considerations are incorporated into every aspect of the project's design. This collaborative approach enhances overall project coordination, leading to improved outcomes in terms of safety and project success.

In summary, prioritizing safety in design during early project planning is crucial for project managers and engineers. By identifying and addressing potential hazards, complying with regulations, optimizing the design for safety, and promoting collaboration, they establish a strong safety foundation for the project. This proactive approach not only mitigates risks and ensures the well-being of all stakeholders but also leads to cost-effective project execution and fosters a culture of safety. Safety in design during the early stages sets the stage for a successful and secure project implementation.

Speaker Profile

Mr. Michael Kelly (Mike) is an Occupational Health & Safety Consultant, specialized in working in hazardous industries like Oil & Gas, Chemicals and Heavy Construction. He has worked for well-known companies like Chevron (Angola), Oman Oil and INEOS Styrolution in Thailand, work which included Major Capital Projects and commissioning.

In his time with those companies, either full time or on projects, Mike was working in often hazardous conditions (onshore and offshore) where occupational safety & health truly is the number one priority for the business.

Mike came to Thailand from Canada in 1989 at the request of his father who was working here in Thailand. Mike obtained a Bachelor of Business Administration here in Thailand and started his career working for his father’s company, as a junior consultant to manufacturing and construction firms in Thailand. During that time, he sat on the Boards of two International Chambers of Commerce as well as the Joint Foreign Chamber of Commerce. It was in 2011 that he was given his chance to get deep into his HSE specialty in the oilfields of Angola and Oman.  More recently, he was working with INEOS Styrolution (Styrenics) as head of HSE at their plastics plant in Map Ta Phut. In that role, he became well acquainted with Thai occupational health & safety regulations, especially as it pertained to the hazardous manufacturing industries.

Mike is a Graduate Member of the Institute of Occupational Safety and Health (IOSH) and holds a Level 6 Graduate Diploma in Occupational Safety & Health. He also writes articles on Safety & Health in Thailand which can be found on his www.safetymoose.com blog site.
