Various projects in the field of oil and gas, infrastructure or power sector have either been deferred or restructured to achieve greater cost-effectiveness particularly when facing technical or financing challenges. However, other significant complications could be found in dealing with the Human Factor in project planning especially in an international context. More accurately, those issues may find their source into the project scope and technical requirement itself, as agreed by the performing organization with the project end-user (internal factors) or referring to the regulator / policy maker requirement (external factors) in regards to i.e. national content compliance.

Some of the major Project HR management challenges can be summarized as below:

  • Scarcity of available skills
  • Cost of hiring (HR process)
  • High volatility of workforce
  • Immigration/Labor and Fiscal constraints
  • National content compliance vs expatriates hire
  • Mobility challenges (local and international logistic costs of workforce displacement)
  • Efficiently manage Project Human Resource in the Digital Era
  • Time constraint between the “project needs” and “standard HR process delivery time”
  •  Disrupted communication between technical end-users and organization HR department

In order to address these challenges, numerous innovations and technological advancements have been made to further improve project human resource management. Within the digital era the industry is thriving, several tools and techniques are available today and will help to enhance efficiency as an organization to serve the project objectives.
